The Tsunami Gang, as its name suggests, is a gang solely comprised of Water-type Pokemon. As one would expect in an island city with a large lake, it's also a rather large gang - in fact, it's the largest of the three main Pokemon factions within Sootopolis. Thanks to its sheer size, the Tsunami Gang is considered the strongest of the three as well - and it helps that they have a type advantage over their biggest rival.
What makes the Tsunami Gang so strong - besides its size - is the way it works. Run as an organised group of Pokemon, the Water-types leave all the real havoc to their Fire-type brethren, preferring to avoid conflict unless necessary - and when necessary, going about it in an orderly fashion. Of course, this doesn't always work, considering the attitudes of some of its members, but as a general rule the Tsunami Gang are all about order.
The general structure of the Tsunami Gang involves a leader, his deputies, and then subgroups that have different jobs - while one group focuses on finding (or stealing) food, another might be a warrior-like faction. Pokemon within these subgroups tend to form tight-knit bonds, although these don't always translate outside of them - in fact, rivalries between the subgroups (especially those that specialise in fighting) are common. Usually, these friendly conflicts are encouraged as a means of training, but if they get out of hand, those responsible answer directly to the leader.
As for common moves within the gang, Surf is an expected move within any Pokemon that is capable of learning it - after all, besides being a strong attack, it makes for much faster swimming across the vast lake. Ice Beam is common amongst older members, from the times when the Grass Gang roamed the more verdant areas of the city, but the younger generation of members are not expected to pick it up - after all, it isn't much good against either of the rival factions. Any Ice- or Ground-type moves are considered useful, as they deal with Water's two greatest weaknesses - and, of course, Rain Dance is highly prized thanks to its ability to weaken Fire-types.
The way leadership works in the Tsunami Gang is relatively straightforward - ever since the first leader, a Gyarados, a new leader is chosen from amongst the deputies when the current leader decides to step down. The Pokemon considered most intelligent is usually the one selected, although physical strength usually helps. For a while, it was also tradition for a Shiny or otherwise unusual Pokemon to take the reins; thanks to new policy, the current leader will be the last to have this distinction as a defining reason for selection.
The current leader, speaking of which, really, really doesn't like the Fireworks Gang, in particular their childish leader. He has been quoted as calling her a stupid hen, in fact, thanks to her annoying habit of swimming in the lake and generally making his life difficult.
